Igor Dubinsky, JD, PhD, is the Director of Defense Nuclear at  BWXT Advanced Technologies LLC.   Igor has served in numerous military assignments including a decade in the Special Operations Command, and another decade between Capitol Hill and the IndoPacific. He served as the Defense Fellow for the Vice-Chair of the Senate Select Committee on Intelligence, U.S. Senator Saxby Chambliss and as an Army Congressional Budget Liaison for Intelligence, Cyber, and Special Operations.  Igor is a Colonel in the US Army Reserves and is keenly interested in nuclear and space technologies and operations.


Dr. Dubinsky holds a PhD in Nuclear, Plasma, and Radiological Engineering from the University of Illinois, Urbana-Champaign and a JD cum laude from DePaul University College of Law.  He also earned an M.P.S. in Legislative Affairs, Valedictorian, from George Washington University Graduate School of Political Management; and a B.A. in Physics, Biology, and Integrated Science with Honors from Northwestern University. He has previously practiced corporate and patent law and advised large and small businesses on strategy, financial operations, and executive functions.
