Cybersecurity and Risk Analysis, Railroad Systems and Technology at Federal Railroad Administration, U.S. Department of Transportation

Jennifer Gallagher serves in the Federal Railroad Administration’s Office of Rail Systems and Technology, where she works to strengthen the safety and cybersecurity of operational technology critical to the nation’s rail network. As a Management and Program Analyst in the Office of Rail Safety, she provides senior-level analysis and leads efforts to protect vital transportation systems from evolving cyber risks that could impact railroad safety. Prior to joining FRA, Ms. Gallagher worked in the U.S. Intelligence Community, analyzing adversarial cyber threats to transportation and related critical infrastructure essential to mobilizing and sustaining the U.S. Joint Force. Earlier in her career, she managed a $3.75 million NIH‑funded research initiative that delivered diabetes interventions to underserved communities, combining project management with meaningful public health impact. Ms. Gallagher’s dedication to safety and cybersecurity also extends into her community, where she participates in her local school district’s AI in Education Task Force and mentors students from her alma mater interested in federal service. She holds an M.A. in International Affairs from Washington University and a Cybersecurity Leadership Certificate from Cornell University.
